Chess Diagrams - An internet search reveals several programs to create chess diagrams. Some of these programs are quite good but perhaps do not meet all your needs. I have constructed a new freeware program ChessDiagrams. The program has a mouse driven interface allowing you to set up a position quickly and create a BMP file (useful for print media and word processors) or HTM file (for web publishing). The first is a black and white bit-map graphics file (.BMP) which can be inserted into word processor files.
